Development of Pharma IP Regulatory Framework

Under the auspices of Rospatent, an interdepartmental working group (IWG) has been established on intellectual property matters in the pharmaceutical sector. The IWG’s objective is to formulate coordinated proposals for improving the legal and regulatory framework concerning the protection of intellectual property rights in pharmaceuticals.

One of its tasks is to regulate the institution of compulsory licensing. To that end, it has been proposed to elaborate on the interpretations of terms used in the Civil Code of the Russian Federation, such as “insufficient use” and “economic advantages.”
