Domain Administration Rules in .ru, .рф and .su Zones to Change from September 1, 2026

From September 1, 2026, mandatory identification of domain administrators in the .ru, .рф and .su zones is being introduced in Russia via the "Gosuslugi" portal (ESIA).

Without identity verification via Gosuslugi, the following will be impossible:

  • registering new domains;
  • renewing existing ones;
  • changing DNS servers;
  • changing the administrator.

Important:

  • after the current domain registration period expires, the domain will enter a renewal pending period and will then be released;
  • not all registrars currently provide the identification option; a domain transfer to Rucenter may be required;
  • the new rule applies to all domain administrators in the .ru, .рф and .su zones, regardless of citizenship and country of residence.

How foreign entities should proceed:

  • obtain a verified account on Gosuslugi – for those who are located in the Russian Federation and have a SNILS;
  • use the "Trusted Administrator" service, where the domain is registered to a registrar company that has passed identification, while direct management is retained by the previous administrator.
