As of 2026, new tariffs for services of the Federal Institute of Industrial Property (FIPS) have come into effect. The changes affected the majority of paid services — primarily those most in demand by applicants.
What changed:
The VAT rate has been increased from 20% to 22%, which in itself leads to an increase in the final cost of most services. In addition, base tariffs were increased by an average of 10% across almost all items.
Among the most significant changes:
Written certificates on title documents (inventions, trademarks, computer programs and databases, etc.) — from 3,600 to 4,000 rub.
Thematic patent search on inventions and utility models — from 48,000 to 52,800 rub. (base rate for 3 IPC groups). Search on industrial designs has increased significantly more: the base tariff rose from 24,000 to 52,800 rub.
Trademark search (word / figurative designation, 1 Nice class) — from 4,130 to 4,550 rub. and from 8,260 to 9,100 rub. respectively. Search for 45 classes — from 47,200 to 52,000 rub.
Search for accelerated examination of trademark application (45 Nice classes, 10 working days): word / figurative — from 94,400 to 104,000 rub., combined — from 188,800 to 208,000 rub. This service has been highlighted for the first time as a separate line item in the price list.
Preliminary assessment of registrability of the designation: word (1 class) — from 42,000 to 46,200 rub., figurative — from 54,000 to 59,400 rub., combined — from 72,000 to 79,200 rub.
PCT services: certificate on the status of the international application — from 1,200 to 1,320 rub.; supplementary international search — from 12,000 to 13,200 rub.
Tariffs in section 3 (services of the All-Russian Patent and Technical Library, not subject to VAT) remain unchanged.
