On December 28, 2024, Federal Law No. 546-FZ was signed, amending key provisions of the Consumer Protection Law. The new regulations impose additional obligations on online marketplaces, enhancing transparency and consumer trust.
Under the new rules, which will take effect on September 1, 2026, online marketplace owners must ensure technical capabilities for sellers to provide links to official quality certificates or declarations of conformity. These links should redirect consumers to records in the Registry of Conformity Certificates and Declarations or the Unified Register approved by the Eurasian Economic Commission. For products exempt from mandatory certification, sellers must clearly indicate this in the product descriptions.
These amendments aim to bolster consumer rights and simplify access to essential product information. Exceptions are granted for second-hand goods and purchases made in physical retail locations where such information is otherwise available.
This law represents another significant step in modernizing consumer protection standards within Russia.
